[edit] Plot
The main flashpoint in Pandora Tomorrow is Indonesia, in the year 2006, where the U.S. has a military presence in the newly independent East Timor to train that country's military forces in their fight against Indonesian guerrilla militias. The Darah Dan Doa (Blood and Prayer), led by Suhadi Sadono has proven itself to be the strongest opponent to this provisional government.
Sadono is considered by many to be a charismatic militia leader. He was trained by the CIA to combat Communist influences in the region, yet is now resentful of the American support for East Timor and meddling in his country's sovereignty. Sadono has his men commit a suicide bombing and then attacks on the US Embassy to Dili, capturing a number of US military and diplomatic personnel. A significant captive is Douglas Shetland, an old friend and former comrade-in-arms of Splinter Cell Sam Fisher.
[edit] US Embassy, East Timor
Fisher infiltrates the embassy and gather intelligence on the Darah Dan Doa. As Fisher infiltrates the embassy, he meets up with Douglas Shetland of Displace International who gives him information about Mortified Penguin, Fisher extracts via Osprey from the embassy as the Deltas retake the embassy. Sadono however escapes, and the U.S. launches a military campaign on Indonesian soil in an effort to capture him, much to chagrin of the local government.
[edit] Cryogenics Lab, Paris, France
Fisher infiltrates a cryogenics lab in Paris. From there, he recovers data within the lab about the ND133 and Mortified Penguin from a employee. The lab itself is all but taken over by mercenaries who is most likely affilated with Sadono. Fisher then finds out that Mortified Penguin is actually Normon Soth a former CIA field agent.
[edit] Hesperia Railways, Paris to Nice, France
Fisher now infiltrates a highspeed train going to Nice, France. He must retrieve information about Normon Soth without being detected. He finds Normon Soth in a passanger booth and ask if hes on their side or not only to find out during a phone conversation that he is not. Sam leaves by Osprey.

Before Sam infiltrates into the heart of Jerusalem to discover what ND133 exactly is, he reads over about Normon Soth after the incident aboard the train in France. Both Sam and Coen leave for Jerusalem and infiltrate on foot. Coen gives Sam the heads up about being the street pretty much deserted except for guards and possibly civilians. Sam then makes his way to meet up with Dahlia, but first Sam must get his modified SC-20k from a weapons modifier. After obtaining and meeting with Dahlia, she shows him the hideout where the ND133 is being held. Sam kills Dahlia after Lambert orders him to, Sam ask's Lambert about it and in response says that she was a double agent. Sam then makes his way into the underground hideout and finds a sample of ND133 before extracting out from Jerusalem.

Sam meets up with Douglas Shetland in the rain forest, Lambert orders Sam to track and tap into Sadono's phone. Sam encounters trip wire mines in which he defuses before placing a bomb on Sadono's plane. He then makes his way where he finds Sadono and follows him stealthly. By the time Sam reaches Sadono's office, he finds out that "Pandora Tomorrow" is the code name for releasing smallpox viruses on American soil. Sam then extracts from the area before moving onto the sub pin.
[edit] Submarine Pen, Indonesia
Sam infiltrates a submarine pen in which he finds is filled with Sadono's men, apparently wanting to use the submarine for themselves. The pen itself is filled with many of the mercenaries and he must quickly gain access to the sub before its lost forever. As he enters the sub, he gains information about the locations of the ND133 and extracts via zodiac. Shadownet spies are sent in to neutralize them, bringing an end to Sadono's threat against the U.S.

Third Echelon decides to capture Sadono alive instead of merely assassinating him, instead of dealing with the potential backlash like there had been when Fisher killed Former Georgian President Nikoladze. The prior assassination was made to prevent further attacks around the world and in America by that particular man. Although Fisher manages to capture Sadono, Third Echelon learns that a rogue CIA agent, Norman Soth has acquired the last smallpox-armed ND133, and intends to detonate it in Los Angeles International airport.
[edit] LAX Airport, Los Angeles, USA
Soth's motives in this attack are purely personal, as his political affiliations are redrawn or eliminated by years of fallouts between himself and various organizations including the CIA and the DDD. Fisher infiltrates into LAX, Lambert tells him to kill Soth's mercenaries who are dressed up as LAX employee's and eliminate Soth himself before releasing the ND133 in the airport. Sam makes his way deeper into the airport until he locates Soth and kills him before he was able to release the smallpox virus. The LAPD Bomb Squad is then called in to perform a controlled explosion of the device, which is done by an unmanned vehicle using reinforced steel.
[edit] Epilogue
After Sadono was captured, the US military presence in East Timor died down. Sadono's forces were either captured or had left the organization. Douglas Shetland's company Displace International help secured the situation in East Timor. Sam Fisher and the rest of Third Echelon enjoy their break as the world is once in peace.

Pandora Tomorrow was the first game in the franchise that included multiplayer. The spies of SHADOWNET and the mercenaries. Multiplayer modes were based part of the single player campaign in which includes obtaining the ND133 and bringing it into a secure location. There was a playable multiplayer demo released for PC and Xbox.

The Soundtrack was composed by Jack Wall and Lalo Schifrin who were brought in to create the music of Pandora Tomorrow. Jack Wall did all of the in-game music including cinematics while Lalo Schifrin created the theme music for Pandora Tomorrow. Currently, the score to the game has not be released to the public.

Ubisoft Shanghai took helm of the critically acclaim Splinter Cell franchise. The game's main focus was of improve lightening effects. Since some of the levels take place in jungle setting, it was only right to improve on the lightening. Shanghai also made a small yet still linear way where a player could choose a different path to make instead of one single choice. They also took it upon themselves to create multiplayer for the game. Michael Ironside returned to voice Sam Fisher while Dennis Haysbert voiced Irving Lambert. The game's development name was Shadow Strike.

- A real life parallel with the Delta's securing the US Embassy came in 1980 when Delta Operatives tried to rescue US hostages in a US Embassy in Iran. Though they had failed in their attempt.
