Second Echelon was a branch of the NSA that focused entirely on the new breed of high-tech communications technology that evolved after the Cold War.[1]

Unfortunately, the immense volume of information combined with the accelerated pace of developing technology and encryption overwhelmed Second Echelon. NSA experienced its first system-wide crash on January 22, 2001. From February 3 to September 7, 2001, Dermot P. Brunton was consulted by the NSA on restructuring the network.

After Second Echelon ended, the NSA created Third Echelon.
