The I-SDF was created to counter-act against Information attacks, domestic and foreign. The main purpose of it's creation was the Georgian Information Attacks against the United States of America. Since the US had trouble in dealing with the information attacks, Japan formed the I-SDF under Admiral Toshiro Otomo supervision. Though the I-SDF came under fire from many nations, including the United States as it violates the Article 9 after World War II.

[edit] Information Warfare "Chaos Theory"

The I-SDF was briefly mentioned in Pandora Tomorrow because of the recent information attacks two years earlier. The I-SDF becomes a prominent organization for Chaos Theory. Admiral Otomo helps Third Echelon track down the users who are using the Masse Kernels to their advantages. When a blackout occured in New York and Japan, Admiral Otomo assumes the worse, giving hints to Irving Lambert of a possible war to come.

When Sam Fisher recieves information that the I-SDF is behind the attacks alongside Douglas Shetland the CEO of Displace International. Third Echelon sets out to remove Admiral Otomo from power as the head of I-SDF. Sam is successful in his mission and Admiral Otomo is prisoned for his crimes.
