The Georgian Ministry of Defense Headquarters is the Ministry of Defense's main facility located in T'Bilisi, the capital of the Republic of Georgia. It is the headquarters of the Georgian Armed Forces and oversees the country's defense against foreign and external threats.

Overview[]

The Ministry of Defense is an expansive facility that houses the offices of all major figures of the Georgian military, as well as secondary offices for government personnel. The President of Georgia also maintains an office in the Ministry, which was acquired by President Kombayn Nikoladze in 2004 prior to the Georgian Information Crisis.

2004: Georgian Information Crisis[]

In 2004, Kombayn Nikoladze was inaugurated as the President of Georgia following the assassination of the previous President at the hands of separatist rebels. During his first year as President, Nikoladze initiated a secret military campaign against neighboring Azerbaijan, hoping to seize that nation's oil reserves. This operation was coordinated at the Ministry of Defense, where Nikoladze stored all files pertaining to the campaign on his personal computer. The operation was kept secret from the outside world by means of information warfare techniques developed by Canadian native Philip Masse, an ingenious computer hacker. Masse was granted full access to the Ministry's facilities, as was Vyacheslav Grinko, a Russian mercenary contracted by Nikoladze to lead his campaign.

After the disappearances of CIA Agents Alice Madison and Robert Blaustein in 2004, the NSA's Third Echelon sent in Splinter Cell Sam Fisher to investigate. Upon the discovery of their bodies at the 7th T'bilisi Police Precinct, it was discovered that the agents' subdermals had been removed and taken to the Defense Ministry by Vyacheslav Grinko for analysis, prompting Third Echelon to investigate further. Fisher infiltrated the Ministry's East Wing and interrogated Grinko's personal driver in the underground parking garage, where he learned of Grinko and Masse's connections to Nikoladze and of their meeting in the Ministry's courtyard elevator. Acting on this intelligence, Fisher infiltrated the South Wing in order to disable the courtyard laser grid that would prevent him from listening in on Grinko and Masse's conversation. After forcing a Georgian colonel to disable the grid, Fisher listened in on the two mercenaries with a laser microphone, confirming the theft of the subdermals and indicating Nikoladze's operations in Azerbaijan. Fisher also learned that all the information pertaining to this was stored on Nikoladze's PC in the North Wing, and moved on to track down his office.

Once in the North Wing, Fisher advanced up to the rooftops once again and rappelled down to the outside of President Nikoladze's office, breaking in and tapping into his files on his computer. The NSA quickly uncovered Nikoladze's campaign of mass murder across Azerbaijan, and upon detecting this security breach Grinko ordered an assault on Nikoladze's office. Fisher quickly dealt with his attackers and recovered the rest of the data, which would soon prompt an American-led intervention to liberate Azerbaijan from Georgian occupation, thus sparking the Georgian Information Crisis.

With all critical intelligence gathered, Fisher fled to the underground parking garage for extraction as Georgian soldiers led by Grinko gave chase. His runner Vernon Wilkes made short work of the guards attempting to intercept them and the two agents then fled the Ministry.

Layout[]

The Ministry of Defense comes in four wings: The North, South, East, and West Wings, each of which house different facilities and are heavily guarded by the Georgian Armed Forces. In the center of the Ministry is the courtyard, which is defended by a laser grid and dons a statue of President Nikoladze. The Ministry serves as the primary meeting ground for the Georgian leadership during times of conflict.

Trivia[]

  • In a data stick, it is revealed that the laser security grid will alert all other police stations and military installations nearby if it's ever triggered.
  • The Defense Ministry dons the previous national flag of Georgia, which was abolished in 2004 in favor of the current flag to symbolize Georgia's growth and independence in the post-Soviet era. Although the game takes place in 2004, it was released in 2001 before this had come to pass.
