Clifton Finch was a CIA asset and an undercover agent's handler during the Indonesia Crisis.

During the Indonesia Crisis deep undercover agent Norman Soth,whose real status was doubtful, claimed to NSA's Splinter Cell Sam Fisher that his handler was Agent Clifton Finch who was, in fact, on sick leave which revealed Soth true allegiance.
